ELIGIBILITY: Researchers and University Scholars (check thw website for more precise details).
DEADLINE: The internal deadline (within an applicant's given institution) is usually in mid-April or early to mid-September depending on the scholar's start date at his or her given institution. Researchers and scholars can apply more than once each year but the application deadline depends on what month a scholar or researcher started. For example, if a person started work at an institution in October then he or she can apply prior to that October or prior to every October afterwards.

"府省共通研究開発管理システムとは、競争的資金制度を中心として研究開発管理に係る一連のプロセス(応募受付→審査→採択→採択課題管理→成果報告等)をオンライン化する府省横断的なシステムです。"
 
"Objectives"
This system deals with all the competitive research funds and the part of the research funds called project research funds.
The project research funds covered by this system must fulfill all of the following three conditions:
(1) the objective of the research has been established in advance and research is implemented for a fixed period;
(2) the funds are distributed to the researcher or research team unit;
(3) are beyond a fixed scale, excluding personnel expenses, facility/equipment fees.
For that reason, the system's users will be not only the person(s) in charge of operations at the distribution organization (each government ministry and/orindependent administrative institution that allots competitive funding, etc.)
but also researchers who apply for research themes, those in charge of clerical matters at research institutions like universities, PDs (program directors), POs (program officers), evaluators, and so on."
